Modern communication SharePoint site does not have apps like Announcements, Picture library etc enabled unlike the team sites.

It is easy to enable it.

  1. Click on Settings icon
  2. Select Site information, then View all site settings
  3. Go to Manage site features under Site Actions
  4. Click enable button for Team Collaboration Lists feature

That’s it, you get access to those apps.
